According to Yonhap News,

Chuncheon city and Gangwon Province rolled out a biz-support project to form and manage what’s called Gangwon Bio Solution Center (hereinafter referred to as ‘the center’), an integrated form of the service center aiming to help locally based small and mid-sized bio-healthcare companies further scale up. The center will prioritize support for businesses developing and producing COVID-19 test kits and vaccines.

By running ombudsman services to resolve workplace grievances, the authorities will set up the best possible disease containment measures and help improve business competitiveness.

To push for the initiatives, Gangwon Province pledged to open a dedicated biz-support channel inside the center, while providing a full range of administrative and financial support to ease the enforcement of regulatory issues and speed up the process. The opening ceremony to celebrate the inauguration of the service is scheduled to be held on Mar 2 in Chuncheon city.
