According to Yonhap News,

There will be a joint-project to go into service to accelerate the advancement of autonomous commercial driving in Jeju Island.

The provincial authorities announced an MOU signing with Jeju Free International City Development Center (JDC) and a self-driving technology solution provider, RideFlux and MDE to jointly run a partnership campaign, shaping a test driving zone in the community.
The MOU appears to help Jeju Island make an all-out effort to give full administrative and financial support by securing budgets to be allocated.

Business counterparts of the authorities will be responsible for business planning, raising funds for the project, accreditation of drivers’ license for self-driving cars, manufacturing technology, simulation and safety assurance and data collection.
