According to Yonhap News,

Saemangeum Development and Investment Agency said its site development project to turn Saemangeum into a new tourist hot spot appears to break ground in May next year. The major stakeholder, Saemangeum VRAR resort, is planning to set up an outline by the end of this year and cut the first turf for the project, soon after completing the process to be authorized in the first half of next year.

To meet the schedule of the 25th World Scout Jamboree 2023, they’ll build up a VR theme park and the best luxury all-inclusive resort in the first phase of the project by the end of 2023, adding family resort town and convention centers until the year 2025.
The cost for the construction project is reported to total KRW 81.3 billion.
