(1) Reasons for Proposal

The Road Traffic Act was amended (promulgated by Act No. 15530, Mar. 27, 2018, and to be enforced Sep. 28, 2018) in such a way that driving a bicycle under the influence of alcohol shall be prohibited, and measures shall be taken to prevent skidding accidents such as installing an antiskid wheel stopper or turning the steering wheel to the edge of the road when stopping or parking the vehicle on a slope. Accordingly, this Amendment aims to impose a penalty surcharge against driving a bicycle under the influence of alcohol and refusing to breath into a breathalyzer, and prepare a method of safely stopping and parking a vehicle on a slope together with a penalty surcharge imposed against the failure of taking safe measures.

(2) Major Provisions

A. Prepare a method of safely stopping and parking a vehicle on a slope in accordance with the Road Traffic Act that was amended (promulgated by Act No. 15530, Mar. 27, 2018, and to be enforced Sep. 28, 2018) in such a way that measures shall be taken to prevent skidding accidents such as installing an antiskid wheel stopper or turning the steering wheel to the edge of the road when stopping or parking the vehicle on a slope

B. Prepare grounds for imposing a penalty surcharge (30 thousand won) on violation of the obligation of taking measures to prevent skidding when stopping or parking a vehicle

C. Prepare grounds for imposing a penalty surcharge on driving a bicycle under the influence of alcohol (30,000 KRW against driving under the influence of alcohol and 100,000 KRW against a refusal to breath into a breathalyzer)
