(1) Reasons for Proposal
To respond to social, technological, generational, and household changes, etc., the standards for construction and certification of long-life housing, which is long-lasting and may easily be repaired, are currently in operation. Therefore, this Amendment aims to supplement shortcomings that have arisen from the current system and expand the construction and distribution of long-life housing by improving the evaluation standards regarding studio and/or divided housing favorable to application of this technology.
(2) Major Provisions
A. Adjust the evaluation standards by applying the standards for minimum cover thickness of iron bars in the Standard Specification for Construction Works mutatis mutandis to the standards for cover thickness of iron bars in the context of durability evaluation standards; and raise the rating received upon evalution, where new construction technology designated by our ministry have been reflected, thereby promoting technological progress (attached Table 1, Durability Evaluation Standards).
B. Due to the fact that studios are given the lowest rating when evaluating variability, housing types where studios are intermingled with general housing are subject to unreasonable treatment where they are also given the lowest rating. Provide, therefore, the standards for evaluating variability of studios in consideration of integration of studio units (attached Table 1, Variability Evaluation Standards)
C. Due to the fact that there are no minimum standards regarding the ratio by which divided housing is reflected when evaluating repair convenience of exclusive space, there have been unreasonable practices where points are recognized even when divided housing is reflected in a few numbers. Introduce, thus, the minimum standards by which divided housing shall be reflected (attached Table 1, Standard for Evaluating Repair Convenience of Exclusive Space)
(3) Amendment Details
Public Notice of Partial Amendment to the Long-life Housing Construction and Certification Standards
Parts of the long-life housing construction and certification standards shall be amended as follows.
Attached Table 1 shall be in accordance with the Form.
Addenda
Article 1 (Enforcement Date) This public notice shall enter into force as of the date of its issuance.
Article 2 (Applicability of Long-life Housing Certification Standards) The amended regulations of attached Table 1 shall be applied after this public notice enters into force in accordance with Article 15 (1) or (3) of the Act where application for approval of business plans are made.
