(1) Reasons for Proposal
This Amendment aims to secure sufficient expenses to ensure the safety of construction work by solving a problem where actual safety control expenses applied are reduced from the amount originally calculated for, due to the fact that such expenses are subject to bid-dropping in the construction bidding process, thereby preventing construction accidents.
(2) Major Provisions
A. Non-Applicability of Bid Dropping for Safety Control Expenses When Calculating Bid Price (Article 51 (2))
Require a bidder to reflect the amount of safety control expenses contained in the cost control sheet for construction works when calculating the bid price without adjustment
B. Public Notice to Bidders in Advance (Article 51 (3))
Require a bid issuer, when announcing a bid, to stipulate in an official notice, etc., matters such as the exclusion of safety control expenses from bid dropping and ex-post settlement, etc., to allow bidders to view them in advance.
