Recently, it was revealed that the blogger named "Druking" was alleged to have influenced public opinion online by using a computer macro program that inflated the number of “agree” clicks for comments on news articles on a Korean portal Naver.
According to reports, more than 600 IDs were used in the process of public opinion manipulation, controlling the ranking of comments, etc.
The distortion of public opinion by manipulating comments and rankings on Internet portals is a serious issue that may result in mass confusion on society.
However, the current Act does not have sufficient grounds for punishing perpetrators of the manipulation of public opinion using comments, etc.
Therefore, this Amendment aims to prohibit the posting or entry of information on a message board using borrowed or stolen personal IDs for fraudulent purposes, such as the manipulation of public opinion (Article 48, paragraph 4 and Article 73, subparagraph 5-2).
