Information and communications networks have now come to exert a substantial influence on all aspects of our society including politics, economy, culture, and security. Over 80 percent of Koreans are using the Internet and in particular, over 90 percent of individuals in their 20s through 40s are using the Internet as a means of obtaining media information.
However, concerns over public confusion have emerged due to cases where macro programs were used with the aim of swaying public opinion by manipulating the number of views of news articles, search term rankings, comment rankings, etc., provided through information and communications networks.
Accordingly, the Amendment prohibits the manipulation of information on information and communications networks using macros or other methods, and requires providers of information and communications services to take technical and administrative measures to prevent manipulation, thereby aiming to contribute to the development of an environment in which information and communications networks can be used in a healthier way (Article 44-8 newly inserted; Article 72, paragraph 1, subparagraph 1 newly inserted; and Article 73, subparagraph 5-2 newly inserted).
