In response to the recent Druking scandal and online comment manipulation by the National Intelligence Service, critics argue that the search rankings and exposure of various information, including online comments that may have a substantial impact on public opinion, must be fairly provided to users.

Accordingly, this Amendment prescribes that no information and communications service provider shall discriminate agianst information circulated on his/her network in terms of its search ranking and frequency of exposure, etc., unless such information is against the law, thereby ensuring the fair provision of information on information and communications networks (Article 44-8 newly inserted).
