Reasons for Proposal

Recently, web portals have become an important media outlet with its growing influence in this era of new media. However, the recent "Druking Scandal" has caused great concern over public opinion distortion by tampering with search rankings and number of likes, etc. The users of web portals are being exposed to manipulated public oopinion and commercial portal environment regardless of their intention so that the system needs improvements.

Therefore, the Amendment aims to create a sound information and communication environment by protecting users from being forcibly exposed to real-time search rankings or the number of likes by a certain size of a portal site (or a provider of information communication services), and allowing users to choose the type of service they want for themselves in terms of search rankings or the comment sorting methods (Article 44-8 and Article 44-9 newly inserted).

Major Provisions

Prohibit the providers of information and communication services from forcibly exposing real-time search rankings to users (Article 44-8)

Require a person who is in charge of a messaging board to sort posted information in a chronological order (Article 44-9)

Go to the Bill
