Reasons for Proposal

The amended Personal Information Protection Act requires sensitive information including personal information and personal location information to be deleted or replaced in whole or in part, anonymized so that a particular individual can no longer be identified if combined with other information, and not subject to the Personal Information Protection Act, the Act on the Protection, Use, etc., of Location Information, and the Act on Promotion of Information and Communications Network Utilization and Information Protection, etc.

However, some argue that it is necessary to explicitly state the basis that allows the collection and use of motor vehicles’ control and status information, driving information, location and status information for motor vehicles, pedestrians, roads, or obstacles to recognize driving environments in order to improve and supplement safety in autonomous vehicles and advance autonomous driving technologies.

In this regard, this Act aims to include a provision that allows the collection and use of motor vehicles’ control and status information, driving information, location and status information for motor vehicles, pedestrians, roads, or obstacles to recognize driving environments as collected during the driving of autonomous vehicles to the extent required to develop autonomous driving technologies and operate autonomous vehicles in an effort to promote the commercialization and technological development of autonomous vehicles, a leading big data technology in the 4th Industrial Revolution (Article 20).
