Reasons for Proposal

Among the contracts concluded by government agencies, the contracts, to which the State is a Party, that are closely related to national health and national security, such as food, medicine, and military supplies, have a great influence on the general life of the people.

Related documents are being submitted to determine appropriate contract partners for each bidding/contract, but considering the impact on the people that the contracts closely related to national health and national security have, it is necessary to clearly stipulate in the Act the obligations of participants to submit supporting documents in such bidding/contracts.

Therefore, this amendment aims to protect national health and national security by requiring any person who participates in any bidding/contract closely related to national health and national security, such as food, medicine, and military supplies, to submit documents that the Minister of Food and Drug Safety, the Director of the Minister of the Defense Acquisition Program Administration, etc., recognizes and certifies that his/her product is appropriately produced, manufactured, processed, distributed, and imported to the head of each central government agency or a contract official, and by restricting those who do not submit such documents from eligibility for bidding (Article 27-6 newly inserted).
