Reasons for Proposal

Since the non-face-to-face industry and the living logistics service industry are rapidly growing, it is expected that the package delivery service using motorcycles will become more active in the future. However, social problems related to package delivery service workers are occurring more frequently, so the need to improve the related Act and systems is being raised. 

The current Act requires that certification be canceled in cases where workers in a package delivery agency service using motorcycles obtain such authorization by false or fraudulent methods. However, while there are restrictions on the engagement in the trucking transport service for the case where a trucking transport business operator has a criminal record, there are no such restrictions on workers in package delivery agency service using two-wheeled vehicles. 

Therefore, this amendment aims to restrict criminals from engaging in the package delivery agency service and strengthen the responsibility of the government and business operators in managing workers by preventing workers in package delivery agency service who have been convicted of committing a crime from being employed in the package delivery service and more accurately managing the records of the drivers of the package delivery agency service (Article 19-2, Article 19-3, Article 19-4, and Article 48-2 newly inserted).
