Reasons for Proposal
The current Act stipulates that any person who intends to operate a motorized bicycle shall affix a motorcycle license to the part of its rear to be readily visible and seal it.
In addition, drivers of motor vehicles, including motorized bicycles, must comply with traffic rules, such as the Road Traffic Act, while driving, and the enforcement of drivers' compliance with traffic rules is currently mainly carried out through unmanned automatic enforcement equipment (speed cameras, etc.) installed on roads, etc.
To be specific, unmanned automatic enforcement equipment is operated by photographing and recognizing the license plate attached to the front of motor vehicles to identify vehicles that violate the traffic rules, whereas for motorized bicycles, since the license plate is attached only to the rear of their frames, it is impossible to detect speed violations, etc., through unmanned automatic enforcement equipment.
Therefore, this amendment aims to eradicate violations of traffic rules by motorized bicycles and create a safe environment for using motorized bicycles by requiring that license plates be attached to the front of motorized bicycles and that any person who manufactures, sells, or imports a motorized bicycle shall install a device for attaching a license plate to the front of the motorized bicycle (Article 49 (1) and Article 50-2 newly inserted).
