Reasons for Proposal

Motor vehicle tuning is the work of altering a certain part of motor vehicle structure and devices or adding affixed objects to a motor vehicle; recently, the demand for tuning to improve the safety, convenience, and performance of motor vehicles is continuously increasing, so the tuning industry is acknowledged as an industry with high growth potential and job creation.

Accordingly, the government is also promoting various policies to activate the tuning industry, such as improving various regulations related to tuning through the Measures for Activating Motor Vehicle Tuning in 2019, and as a result, the tuning market is showing quantitative growth, such as improved sales performance of certified parts for tuning.

To support the tuning industry more systematically and foster it as a new growth engine for the national economy, however, it is necessary to devise a more mid- to long-term development direction for motor vehicle tuning and prepare measures such as providing a more direct support method for the tuning industry.

In addition, it is also necessary to consider measures for raising public awareness of the tuning system and tuned motor vehicles, such as cracking down on illegally tuned motor vehicles.

Therefore, this amendment aims to promote the sound development of the motor vehicle tuning industry by revising the current Act, adding matters related to the safe tuning of motor vehicles and the activation of tuning to the matters to be included in the Master Plan for Motor Vehicle Policy.

Details

A. Add matters related to the safe tuning of motor vehicles and the activation of tuning to the matters to be included in the Master Plan for Motor Vehicle Policy (Article 4-2 (2) 4-3 newly inserted). 

B. The Minister of Land, Infrastructure and Transport may perform duties to activate motor vehicle tuning and entrust the duties to the Korea Transportation Safety Authority (Article 69-4 (1) newly inserted and Article 77 (6)). 

C. The State and local governments may provide administrative, financial, and technical support to enterprises related to tuning, and Korea Credit Guarantee Fund and Korea Technology Guarantee Fund may give preference to enterprises related to tuning (Article 69-4 (2) and (3) newly inserted). 

D. The Minister of Land, Infrastructure and Transport may have safety controllers for motor vehicles, etc., investigate whether a vehicle is tuned illegally, etc., and may provide safety controllers for motor vehicles with necessary assistance in the investigation (Article 73-2 (1) through (4)).
