Human race have made great efforts to increase the efficiency of the production process as the absolute condition for the survival since the market competition system was formed.

With the efforts to transfer the part of labor to the machinery and equipments, human race made the industrial revolution, which built the mass-production system using machinery, getting away from the cottage industry, which produced the goods with the hands.

After the modern factory system was settled down in the industrial society, the goal was established through the time and motion study to enhance the labor efficiency in the factory management and the differential performance-related pay system was developed to provide the workers with the incentive to achieve the goal.

In addition, human being attempted the increase of the efficiency of production process through the prescription of scientific management called Taylorism such as standardizing the machinery and equipments through the transmission equipments and working tools, etc. Subsequently, the scientific management was developed to Fordism preparing the epoch-making opportunity for the enhancement of production efficiency.

In 1913, the factory of Ford Motors Company in Michigan, U.S.A. introduced the conveyor line system for the first time. The advent of conveyor opened op the mass-production era of the standardized products through the process where the workers deployed at the side of the system connected like stream assembling the components in order.

Later, the Fordism was developed to post-Fordism, which focused on the automation, collective production, flexible production, etc. presenting the solution to promote the efficiency of the production process.

The 21st Century's knowledge-based economy demands the more precise, reliable and stabilized quality than before. However, the negative factors such as increase of the production cost by the increase of labor cost, raw materials, energy cost, etc, the lack of workforce, the price drop, shortening of delivery time, etc. obliged the enterprises to increase the production process efficiency more.

Recently, the traditional countries having advanced manufacturing technologies such as United States, Japan, etc. including our country facing with difficulties as the global competition is getting fiercer and China having low labor cost and large market scale developed the technical power, are attempting the innovation in the manufacturing businesses using information and telecommunication technologies. In the United States and Japan, the major enterprises are aggressively suggesting 'the smart manufacturing policies' focusing on the technology innovation in the manufacturing process.

Our Government also established the creative economy as the government administration goal by recognizing the reality that switching to the paradigm of improving the economic efficiency based on the scientific technology and ICT (information and communication technology), creativeness and challenge is inevitable, and announce the promotional strategies and main subjects to achieve the goals.

According to that, our city will promote the Eco-Photonics Plat-based innovative process platform, which fused the ICT and industrialization support project to secure the 30% increase of production efficiency in the small and medium businesses and enhancement of production technology based on the optical industry, which has been fostered for recent 10 years together with ETRI (Electronics and Telecommunications Research Institute).

It is the concept to make the manufacturing factory, where the saving production cost, enhancement of yield rate, and mass production are possible by applying the future intelligent type standardized innovative process solutions such as various sensors, integrated data management, automated facilities diagnosis, aumatic measurement of the mass-production products, etc. based on the broadband communication network in the factory.

With this project, the innovative process platform demonstration center will be built in our region to increase the production efficiency, and customized solutions to improve the productivity will be developed through the joint research where 175 small and medium businesses in our region are participate. Switching to the intelligent and high efficiency production system will be started in Gwangju based on the application technologies such as optical communication, optical sensor, etc of the optical industry.

Through that, it is expected to become an opportunity to propagate the superiority of Gwangju's optical industry by applying the innovative increase effect of production efficiency, the supreme task of the human race since market competition system settling-down, not only to the regional businesses but also to lots of domestic and overseas businesses.
