Ulsan Hi-Tech Valley General Industrial Complex Phase 2 and 3 projects will be going ahead in earnest.

Ulsan City will hold a joint briefing session to change the development plan of the High-Tech Valley General Industrial Complex at the Auditorium of the Administrative Center in Samnam-eup, Ulju-gun, with participation of about 100 residents and experts in the related field on October 19.

This briefing session, one of the administrative procedures under the Act on Simplification of Industrial Complex Licensing and Permit Procedures, was prepared to establish a reasonable development plan by broadly collecting opinions on the change to the High-Tech Valley General Industrial Complex development plan and various impact assessment.

Ulsan Hi-Tech Valley Industrial Complex will be built in three phases (1st phase completed construction in 2018) from 2006 to 2023 with a total project cost of KRW 250.8 billion on an area of 2,063,779 square meters in Gacheon-ri, Sangcheon-ri, and Banggi-ri, Samnam-eup, Ulju-gun.

The city plans to listen to the opinions of experts and residents regarding changes on development plan and others during the briefing session and decide whether to incorporate the opinions collected.

In particular, by changing the development plan, the city wants to accelerate the creation of the first and second phases, which were designated as free economic zones and special R&D districts, and the attraction of companies, while improving the investment conditions for the third phase projects where Samsung SDI and Ottogi Food are located, thereby helping these companies maximize expansion of investment in new industries.

According to the detailed land use plan, it has been planned to foster as the secondary battery business including energy storage system (ESS) and electric vehicle battery, as well as the high-tech industrial complex dedicated to eco-friendly energy-related future new industry R&D and production facilities, thereby playing a pivotal role as a future growth engine.

The city has incorporated the existing Busan Milk and Kumkang Industrial plants into the industrial complex for systematic management of the industrial complex.

In addition, by dividing the areas of the 3rd phase Samsung SDI and 3-1 phase Ottogi factories, and updating the industry code, the city mitigated difficulties in business operation.

A city official said, "The High-Tech Valley General Industrial Complex development project is key to the balanced development of the city and the development of the western area"
