(ULSAN=NEWSIS) The City of Ulsan makes effort to help local companies solve regulatory difficulties.
The Regulation Reform Team of Ulsan Metropolitan City will hold a public hearing on May 2 at the city hall and try to seek ways that can improve seven controversial regulations.
The city previously held a discussion session on April 3 to find out what types of problems enterprises have. Since then, the team has gathered 115 regulations to be reviewed for improvement in cooperation with the Ulsan Chamber of Commerce & Industry and the Ulsan Business Agency.
Regulations on corporations were top on the agenda since the regulations often hamper companies’ investment. And the city also plans to strengthen regulations on caring for safe, disasters and the under-privileged.
Offering city gas to Maegok 1 Industrial Complex was also discussed in the session. In fact, when the complex was completed in 2006, demand for city gas was very low, so city gas supply service was not available at that time even though about 1,800 people of 68 different companies worked there. Even today, workers in the complex have difficulty using gas.
Joongsan 2nd Industrial Complex was originally designed to build industrial cluster for cars. But the complex then allowed only 11 industries to operate there. As a result, production for engine parts was excluded from the complex.
In the case of simplifying procedures for automobile inspection for forced sale cars, automobiles must have car inspection when they should be, even though cars are in the process of public sale.
But in many cases, owners of cars bear responsibility for the inspection, which often leads car owners to pay penalties after grace period of the test.
The authority selects urgent issues and call for relevant authorities to ease the regulations. Regulations to be improved are immediately passed to central government agencies. Regarding small-and-medium sized enterprises (SMEs), the city decided to use SME Ombudsman system to facilitate reform process.
The City of Ulsan will thoroughly review newly found problematic regulations and hold a discuss session whenever problems come out.
Meanwhile, the Regulation Reform Team of Ulsan Metropolitan City plans to invigorate activity of regulatory reform committee and reduce 10 percent of legislation of autonomy to push forward meaningful reform.
