(Background)

Article 15, Paragraph 1, Items 1 and 2 of the 「Notice on Conformity Assessment of Broadcasting and Communication Equipment, etc.」 prescribes changes related to the conformity assessment standards. Standards for changes in hardware such as addition of components or for new functions using software can be applied for the application for changes.  However, if the changes affect the type code*(equipment code), the application for change will not be accepted. 

* Symbol types such as equipment code, frequency, power, radio wave format, and channel of wireless equipment


Due to the emergence of various convergence wireless devices, if new wireless functions are added to existing certified wireless devices, the corresponding change provisions cannot be applied*. 

As a result, existing certified wireless devices must be retested and newly certified causing burden of testing and certification costs for companies.

* When a new wireless function is added, the corresponding symbol type is added.

Request to alleviate the burden of testing/certification costs by improving the conformity assessment process when new wireless functions are added to existing certified wireless equipment

OFIO requested to apply for a change in conformity assessment instead of a new application when new wireless functions are added through improving the conformity assessment process. 


(Result)

By improving 「Wireless Equipment Conformity Assessment Change Procedure (Article 15, Paragraph 1, Items 1 and 2)」, if a new wireless function is added, it is possible to apply only through the change procedure rather than a new application (Apr. 2023)
