This company is currently providing IT training services. As a part of business expansion, it tried to register as a lifelong educational institute but the competent District Office of Education rejected the application because the lifelong education industry had not yet been opened to foreign investment.
Request from the Company:
The amendment of 2000, which changed the Social Education Law to become the Lifelong Education Law, does not include any provision prohibiting foreign investment in the lifelong education industry.
Regarding precedents that allowed foreign investment in lifelong educational institutes, the company requested the authority’s positive consideration as a support for and an improvement of the investment environment for foreign-invested companies. |

Resolution and Results
The company became eligible to register as a lifelong educational institute on April 28, 2003. The Jungbu District Office of Education admitted that there were precedents and accepted the company’s aapplication to be registered as a lifelong educational institute.
