(1)Reasons for proposal

In accordance with the enactment of the Act on Promotion and Management of Forest Technology (Law No. 15080, promulgated on Nov. 28, 2017, to be entered into force on Nov. 29, 2018) to promote research and development of forest technology and to systematically manage forest technicians, thereby improving the standard of forest technology and ensuring the quality and security of the forest industry, this Enactment aims to prescribe matters delegated by the Act and its Enforcement Decree as well as matters necessary for their enforcement.

(2)Major Provisions

A. Establish and enforce a forest technology promotion plan (Article 5)

Prescribe matters necessary for the establishment and enforcement of a forest technology promotion plan such as submission of materials, collection of opinions, providing notices, etc.

B. Designate specialized institute for forest technology development (Article 6 and attached Table 1)

Prescribe detailed matters necessary for the designation of specialized institute for forest technology development for the efficiency of the forest technology research and development industry such as designation procedure and standards, etc.

C. Establish a forest technology information system (Article 7~8)

Prescribe matters necessary for the establishment and operation of the information system such as matters to be included in such system

D. Designate forest technician education institutes (Article 10~12 and attached Table 2)

Prescribe detailed matters necessary for the designation of a forest technician education institute for training of forest technicians such as subjects and standards for designation, standards for cancellation of designation, etc.

E. Specify forest technician types, etc. (Article 13 and attached Table 3)

Prescribe the types, license requirements and work scope of forestry management technicians, forest engineering technicians, green landscape technicians, etc.

F. Register requirements for forest technology service providers (Article 16 and attached Table 4)

Prescribe registration requirements for forest technology service providers in comprehensive and specialized (in forestry management, forest ecology/engineering, forest recreation, green landscape) fields such as technical personnel, facilities, capital, etc.

G. Design supervision scope of the forestry industry (Article 17)

Prescribe the business scale of those subject to design supervision according to forestry industry type such as afforestation, forest cultivation, deforestation, etc.

H. Station forest technicians, etc. (Article 19 and attached Table 5)

Prescribe stationing standards for forest technicians, etc., according to design, implementation and supervision stages of the forestry industry

I. Establish a safety control plan and implement safety education (Article 20~23)

Prescribe those subject to the establishment of safety control plans, detailed matters on the establishment procedure and standards, etc., standards for the implementation of safety inspections, period and method, etc. of safety education
