(1) Reasons for Proposal
Compulsory energy savings for newly-built apartment houses are being progressively strengthened to achieve national greenhouse gas reduction targets and reduce the burden of housing costs.  Small-sized units (average nettable area of 60m2 or less) have been subject to relatively relaxed regulations compared to large-sized units to account for their large energy consumption per unit area due to base load. However, there is a growing demand to enhance the energy performance of small houses to lessen the burden of energy costs on groups vulnerable to housing stress even in the event of extreme weather such as heat waves or heavy snow, and enable them to maintain at least a minimally pleasant environment. This is consistent with the national agenda and Regulatory Reform Committee recommendations* and accordingly, this Amendment adds to and improves upon provisions such that small houses, which are chiefly home to groups vulnerable to housing stress, have the same passive energy performance (compulsory energy savings of 60%) as standard-sized units.

(2) Major Provisions

A. Strengthen energy-saving design requirements for apartment houses (Article 7, attached Tables 1 and 2)

1) Apply passive designs to small houses by strengthening existing design requirements on window insulation, wall insulation, boiler efficiency, lighting, etc., to ensure small houses achieve energy savings of at least 60% compared to the reference house regardless of area

B. Address weaknesses in system operation (Article 5, attached Table 5, attached Form 2)

1) Adjust energy efficiency ratings (1+ or higher) of buildings excluded from assessment according to the increase in compulsory energy savings

2) Reclassify areas causing confusion (Ganghwa, Samcheok, etc.) due to being classified under groups different from other regions with similar climates or due to overlaps with existing administrative districts

3) Modify the form submitted to assess environmentally friendly houses when applying for a housing business plan approval to reflect amendments concerning lighting, etc.
