(1) Reasons for Proposal

A hot air balloon for tourism crashed during the post-flight landing, causing some of the passengers to be killed (one pilot) in Jeju on April 12, 2018, which served as a momentum for these Technical Standards, which aim to strengthen safety requirements for hot air balloons such as harnesses for fixing passengers and handles to protect passengers.

(2) Major Provisions

A. Change the title of the notice 

Simplify by changing the title from Technical Standards for Ensuring Flight Safety of Ultra-Light Vehicles to Technical Standards for Ultra-Light Vehicles.

B. Establish strength requirements for harnesses for fixing passengers (Article 3.6) 

Require that fixing harnesses to prevent passengers from falling shall withstand a load multiplied by a gravitational acceleration of 2.0 g upward and 3.0 g horizontally and a fitting factor of 1.33.

C. Establish strength requirements for envelopes (Article 4.7 (d)) 

Stipulate that some damage to an envelope must not expand to the extent that it causes uncontrollable flight and landing within the category of the permitted limit load.

D. Require fixing handles for each passenger to be attached to the gondola of the mooring type of hot air balloon (Article 4.16 (f)) 

E. Require safety belts for the operator to be attached in the case of a separate basket between the operator and passengers (Article 4.18 (c))
