(1) Reasons for Proposal

It is efficient to pursue hydrogen cities under a single law integrating and combining urban planning, development, and hydrogen ecosystem (production-transport/storage-utilization) technologies.

(2) Major Provisions

1) Require the central government to establish a comprehensive plan including basic directions, objectives, and investment plans for the construction of hydrogen cities, investment plans to promote the construction industry, and research and development, and the local government constructing a hydrogen city to reflect the directions of the hydrogen city having the local characteristics in a si/gun-level plan. 

2) Provide special cases regarding action plan approval as well as matters such as business planning, final inspection, and the issuance of permits during projects and reflecting hydrogen-related land regulations.

3) Prepare the basis to provide financing to hydrogen cities and pilot cities and implement demonstration projects for power-to-gas technologies to produce hydrogen.

4) Prepare the basis to support the development of hydrogen city construction technologies and promote overseas exports for such technologies.

5) Designate an agency to establish the Construction and Operation Support Center to nurture and export the hydrogen city construction industry, and prepare and support relevant policies.
