(1) Reasons for Proposal

Considering the trend that ships are getting bigger and changing conditions in the use of harbors, this Partial Amendment aims to supplement the current Rule by setting the maximum speed limit for ships and changing navigation and seaways to prevent accidents in the sea and improve harbor operation efficiency.

(2) Major Provisions

A. While Article 31 of the Maritime Safety Act provides the legal basis to designate the new port Gaduk Channel, some of which is outside harbor boundaries, and the maximum speed limit, the current Rule does not specify such fact. Thus, explicitly state the foregoing (Articles 1 and 17).

B. Change navigation and seaways in sea areas at high risk of collision (Articles 8 and 12).

C. Considering the trend that ships are getting bigger, clarify the maximum speed limit in a new port and the unit of maximum speed across Busan Port (speed over the ground), and adjust capacity for anchoring facilities in the Outer South Port (Articles 3 and 17).

D. Revise other phrases (navigate and pass → operate; except for Article 12).
