1. Text of bill

A bill of the draft for amendment of the Enforcement Decree of the Act on the Promotion of Saving and Recycling of Resources Enforcement Decree Reason for amendment is submitted as shown in the Appendix Sheet.

2. Reason for proposal

It is aimed at encouraging the recycling of national resources by encouraging manufacturers and importers of the corresponding products to perform collection and recycling more actively by the method wherein 17 items including farming films, etc. equipped with recycling condition through the execution of voluntary agreement on the collection and recycling of plastic wastes are added to the recycling-obligatory products and packaging materials whose wastes are generated during manufacturing and import activities shall be collected and recycled by the manufacturers and importers of products and packaging materials.

3. Main content

A. Addition of new items to products and packaging materials to be recycled (Article 18 and Appendix Table 3-2 of the draft)

17 items such as safety nets, fishing nets, ropes, industrial films, agricultural films, PE pipes, artificial grass, living appliances, pallets, plastic transfer boxes, profiles, PVC pipes, floor materials, architectural insulators, power/communication cables, replaceable water purifier filters, and automobile maintenance components, etc. equipped with recycling condition through the execution of voluntary agreement on the collection and recycling of plastic wastes are added to the products and packaging materials to be recycled.
