1. Reason for amendment
The aim is to improve regulations reasonably and to improve and supplement some insufficiencies found during the operation of the current systems by allowing the consignment of sterilization, disinfection, and rapid freeze processes of seal-packaged livestock products to another operator if the consignment condition and obligatory matters are satisfied, allowing the operator reported for livestock product transportation and food transportation to transport sealed livestock products and sealed foods using a vehicle, clarifying the sample collection places for water quality inspection, and prohibiting the use of underground water if the water quality standard is not satisfied.
2. Main content
A. If livestock products sealed by a livestock processing business and meat packaging/processing business operator require sterilization, disinfection, and rapid freeze process, such may be consigned to a workplace accepted by the permitting authority of livestock processing business, meat packaging/processing business, and livestock product storage business, etc. for consignment considering the facility scale, sanitary management condition, etc. (Attached Table 10, Attached Table 11, and Attached Table 12 of the draft)
B. The operator running both livestock processing business and meat packaging/processing business may transport sealed livestock products and sealed foods using a vehicle and, after the transportation of unsealed livestock products and unsealed foods, shall wash and disinfect the cargo box (Attached Table 10 and Attached Table 13 of the draft).
C. The sampling position of water to be used directly for livestock for water quality inspection is clarified, any underground water that does not satisfy the water quality standard shall not be used, and the administrative disposition standard is prepared with regard to violations (Attached Table 11, Attached Table 12, and Attached Table 13 of the draft).
D. The operator of the meat packaging business who conducts self-quality inspections shall directly install an inspection room and a record management system, and the corresponding form is revised to state “Whether corresponding to crushed packaging meal” and “Type of main material of meat simple cooking sets” when reporting the manufacture of an item (Attached Table 10, Attached Table 12, and Form 28 of the draft)
