Reason for amendment
The aim is to ease the liability for
reinvestment to be applied doubly when developing park facilities in a
completed industrial site for the easing of regulations of industrial sites and
for tailored industrial site supply for new industries, to allow leasing industrial
facility sites to the suppliers, etc. in actually demanded industrial sites, to
prepare the standard on lease of urban hi-tech industrial complexes including
college sites, and to improve and supplement some insufficiencies found during
operation of the current system.

contents
A.
Encouragement of private investments in park facilities in completed industrial
sites (Draft of Article 15-4)
The basis for easing the liability for reinvestment that is doubly
applied in Acts is provided by the method wherein, when a completed site
development operator develops and donates an urban park in a completed
industrial site in accordance with Article 21 of the Act on Urban Parks,
Greenbelts, etc., the donated urban park is included in the range of public
facilities to be installed in accordance with Article 41 of the Enforcement
Decree of the Act on Urban Parks, Greenbelts, etc.
B. Allowance of lease to suppliers
in actually demanded industrial sites (Draft of Article 41)
The aim is to encourage private investments by allowing lease of not
more than 10% of industrial facility sites for companies that require joint
R&D or production although the disposition of industrial facility sites
developed by the project operators under Article 19.3.1.A of the Enforcement
Decree of the Industrial Sites and Development Act is restricted.
C. Preparation of standard on lease
of urban hi-tech industrial complexes including some of the college sites
(Draft of Article 47-8)
The aim is to provide a smooth business base by establishing the
standard on lease by methods such as leasing industrial facilities sites
developed by project operators in urban hi-tech industrial complexes including
some of the college sites at 3% of the publicly notified individual land price.
D. Delegation of authority of the
Minister of Land, Infrastructure, and Transport on urban hi-tech industrial
complexes (Draft of Article 49)
The authority of the Minister of Land, Infrastructure, and Transport with
regard to the permission, etc. of development implementation plans for urban
hi-tech industrial complexes is delegated to the heads of the Regional
Construction and Management Administration for efficient performance of work in
consideration of the regional situations.
