1. Reasons for Amendment

This Amendment aligns safety standards for partially autonomous driving motor vehicles, which were prepared in 2019 to support the commercialization of partially (level 3) autonomous driving motor vehicles, with international standards prepared in March 2021, in order to reduce the burden on motor vehicle manufacturers, etc. to develop and manufacture separate autonomous driving motor vehicles for the domestic and export markets, and to enable the manufacture of autonomous driving motor vehicles that meet safety standards at an international level, thereby supporting the timely commercialization of partially autonomous driving motor vehicles and advancement of the autonomous driving industry.



2.  Major Revisions

A. Align performance standards for automated lane keeping systems with international standards (attached Table 27, subparagraph 1)

- Improve the deactivation method for automated lane keeping systems (attached Table 27, subparagraph 1, item (a))

- Increase the scope of detection and response for automated lane keeping systems (attached Table 27, subparagraph 1, item (b))

- Change the method of expression of the minimum front safety distance for automated lane keeping systems (attached Table 27, subparagraph 1, item (b))

- Strengthen detection range requirements for partially autonomous driving systems (attached Table 27, subparagraph 1, item (c))

- Improve standards on the timing of control transition requests, etc. (attached Table 27, subparagraph 1, item (d))

- Strengthen notification methods for the operational status, etc. of automated lane keeping systems (attached Table 27, subparagraph 1, item (e))

- Improve standards on minimal risk maneuvers (attached Table 27, subparagraph 1, item (f))

- Clarify start conditions for emergency maneuvers, etc. (attached Table 27, subparagraph 1, item (g))


B. Ensure that performance standards for driver monitoring systems comply with international standards (attached Table 27, subparagraph 2)

- Simplify standards on driver availability judgment, etc. (attached Table 27, subparagraph 2, item (c))

- Newly insert standards on driver attention detection (attached Table 27, subparagraph 2, item (d))


C. Rephrase other provisions to clarify the scope and content, etc.
