1. Reasons for Amendment

This Partial Amendment is proposed to strengthen sanitation management for structures, materials, etc. inside various vending machines with automatic cooking functions as the current facility and compliance requirements for the food vending machine business are limited to coffee and other beverages, ease criteria allowing inspection exemption if the results of self-quality inspection conducted by operators are good under HACCP, and prepare a provision about business reporting to allow snack restaurants, etc. to cook and provide food to customers using marina cruise ships, and otherwise address and improve upon a number of weaknesses that have emerged from the operation of the current system.



2. Major Provisions


A. Ease criteria for those required to conduct self-quality inspection (Article 31-2, Table 12 subparagraph 6 item A 2))

Ease criteria for exemption from self-quality inspection as at least 90% out of a perfect score under HACCP, and exempt from self-quality inspection the semi-processed raw food imported by the food manufacturing and processing operator to make their own product.


B. Expand the scope of acceptable documents to confirm restrictions on a business license (Article 40 paragraph 3)

Include documents issued by organizations with Apostille authority in the scope of documents to submit as required by the business license authority to confirm restrictions on a business license.


C. Tighten sanitation management standards for food automatic cooking and vending machine business (Table 14 subparagraph 5 item B 3) d) and 3) e), Table 17 subparagraph 4 item B and item C)

Require that the structures which can be cleaned, managed, and checked are put in place inside the machines, the parts in contact with food are made of water-resistant materials, and storage facilities are prepared if there is food used for cooking to ensure the sanitation management of food automatic cooking and vending machines. 


D. Allow snack restaurant business, ordinary restaurant business, and bakery business in marina cruise ships (Article 42 paragraph 1 subparagraph 17)

Define documents required for business reporting to be submitted by snack restaurants, etc. to allow snack restaurants, etc. to cook and provide food to customers using marina cruise ships.


E. Expand foods eligible for instantly-available food manufacturing or processing (Table 12 subparagraph 6 item A 2))

Allow the instantly-available food manufacturing or processing business operator to portion and sell cheese among dairy products.
