1. Reasons for Proposal
The Fisheries Act was wholly amended (promulgated on January 11, 2022) to enforce the fishing gear deposit system as of January 12, 2024 and accordingly, this Notice prescribes detailed matters concerning how to transfer fishing gear deposits, handling fees, where and how to return fishing gear, etc., refund labels, and other implementation of the fishing gear deposit system.
2. Major Provisions
A. How to transfer fishing gear deposits (Articles 6 through 10)
Prescribe the series of processes and methods by which a business entity (producer/importer) charges a deposit on the fishing gear that it sells, and transfers the sale information and deposit to the Center.
B. Handling fee per unit and calculation/payment (Articles 11 through 13)
Prescribe the calculation of expenses incurred in handling deposits paid by the Deposit Center to business entities, payment method, information provision, etc.
C. Where and how to return fishing gear, etc. (Article 14, Article 15)
Prescribe where and how to return discarded fishing gear, etc.
D. Returning fishing gear and deposits (Articles 16 through 18)
Prescribe the method and procedure for providing return information, treating fishing gear, and returning deposits when fishing gear is returned.
E. Deposit refund labels (Article 19, Article 20)
Prescribe how to display deposit refund labels and investigations of deposit labels in distribution.
