1. Reason for Enactment

In order to designate and support exemplary business entities that have contributed to the development of the drone industry and to improving service and safety levels, the proposed enactment establishes detailed standards for designating and supporting exemplary business entities and for fostering domestic drone companies into global companies. 

2. Main Contents

a. Designation and evaluation of exemplary business entities (Article 3 and Article 5 of the draft)

The enactment allows domestic drone business entities which meet the requirements* of Article 5 (1) of the Enforcement Rules of the Act on Promotion of Utilization of Drones and Creation of Infrastructure Therefor to be designated as exemplary business entities, and provides for the evaluation of their management status, technical capabilities, and performance capabilities.

* Business operators who have been active for more than 3 years, those who have not been subject to fines or penalties and have not been restricted from participating in a bid, and those who have not had any drone flight accidents.

b. Composition and operation of the exemplary business entity evaluation committee (Article 7, Article 8, Article 9 and Article 10 of the draft)

The enactment contains provisions on the composition (10 members including 1 chairperson), duties*, term of office (2 years), and operation (convocation with the attendance of a majority of members) of the Exemplary Business Entity Evaluation Committee and the exclusion, avoidance, and evasion of members.

* Evaluation, selection, and cancellation of designation of exemplary business entities, other improvements necessary for designation, etc.

c. Designation of and support for exemplary business entities (Article 12 and Article 13 of the draft)

Issuance of exemplary business entity certificates and certification marks, support for overseas expansion, simplification of administrative procedures such as omitting formal procedures*, support for drone system research and development, advanced technology and training of professional personnel, etc.

* Support for overseas drone exhibition promotion and simplification of drone body safety certification procedures, etc.

d. Cancellation of designation of exemplary business entities and procedures (Article 14 of the draft)

The enactment establishes the grounds for the cancellation of designation and suspension of effectiveness in the event of designations obtained by false or fraudulent means and procedures for the cancellation of designation such as hearing.

e. Establishment of related forms, etc. (Attached Tables 1 to 2, attached Form 1, and attached Form 2)

The enactment provides the detailed evaluation items for exemplary business entities (attached Table 1), certification mark (attached Table 2), applications for designation as an exemplary business entity (attached Form 1), and certificate (attached Form 2).
