1. Reason for revision

As the Act on the Prevention of Contagious Animal Diseases was revised (Law No. 19706; promulgated on September 14, 2023; implemented on March 15, 2024) to provide the standards on prevention of excrement leakage from livestock transport vehicles, it is intended to improve/supplement insufficiency in operation of the Act by determining the matters delegated by the Act and the matters necessary for enforcement of the Act, by supplementing some subordinate regulations related to the quarantine of lumpy skin disease, by letting poultry farm owners, etc. keep video records on CCTV and supply livestock quarantine officers or epidemiological investigators with such records by request.


2. Main contents

A. Livestock transporters shall manage excrement to prevent it from leaking out and, in the event of a leak, shall take necessary measures to prevent the spread of infectious livestock diseases, such as treatment and disinfection (Article 20 (11) and Article 20 (12)).


B. Clarification of the basis for quarantine measures against lumpy skin disease

◦ It stipulates that information on foreign countries where lumpy skin disease is prevalent shall be disclosed and quarantine measures such as disinfection and education shall be taken for livestock industry personnel who have traveled to those countries and entered into Korea (Article 3-3 of the draft).

◦ It provides the basis for temporary suspension of movement in the event of a domestic outbreak of lumpy skin disease (Article 22-5 (1) of the draft).

◦ It clarifies lumpy skin disease as an infectious disease for which the culling of livestock may be ordered (Article 23 (1) 1 of the draft).


C. It supplements the regulations on the quarantine compliance requirements such that owners of poultry farms, etc. shall keep CCTV records and provide livestock quarantine officers or epidemiological investigators with such records upon request (Subparagraph 4 (F) of Appendix 2-4 of the draft).
