1. Reason for proposal

As the Traffic Safety Act was revised (Law No. 19374; promulgated on April 18, 2023; implemented on April 19, 2024) so that public officials in charge of transportation safety-related work in transportation administrative agencies, employees of transportation facility installation and managers, etc. shall regularly undergo traffic safety professional training conducted by the Minister of Land, Infrastructure and Transport to improve their expertise and job abilities regarding transportation safety, it is intended to improve/supplement some insufficiency found in operation of current system, by the methods that the matters delegated by the law and the matters necessary for enforcement of them are determined by classifying the kinds of traffic safety professional training into public official public training and traffic facility installer/manage training, etc. and by letting the subjects of traffic safety professional training complete the professional training once within six months from becoming the subjects and once every two years based on the year to become the subjects 

and by the methods that the Minister of Land, Infrastructure and Transport, may determine vehicle marks of operation recorders so that the vehicle types such as ambulances and delivery cars to be newly classified in operation records may be rapidly reflected.

2. Main contents

A. Unification of the legal terminology for vehicle names exempted from the obligation to install operation recorders (Revision of subparagraph 2 of Article 29-4 of the draft)

B. Improvement of the order of arranging operation record data (Revision of Appendix 5 of the draft).

C. The kinds of traffic safety professional training are classified into public official public training and traffic facility installer/manager training, etc., and the subjects of such training shall complete it once within six months from becoming the subjects thereof, and once every two years based on the year they become subjects. In addition, those who have completed traffic safety training pursuant to Article 54-2 (2) of the law within two years are excluded from traffic safety professional training (Newly establishment of Article 31-3 of the draft).
