1. Reason for revision
The proposed revision aims to secure the safety of cosmetics products and to protect public health by strengthening the standards of use for some ingredients based on the results of risk assessment under Article 8 of the Cosmetics Act. It also adds one sunscreen ingredient that has been reviewed in accordance with the Regulations on the Review for Designation and Revision of the Cosmetic Ingredient Use Standards (Public notice by the Ministry of Food and Drug Safety).
2. Main contents
a. The proposed revision strengthens the standards for the use of raw materials that require restrictions on their use in cosmetics products (Appendix 1 and Appendix 2 of the draft).
It excludes the Lawson-dihydroxyacetone mixture from the UV protection ingredients, and lowers the upper limit of concentration or establishes use standards for six ingredients used in cosmetics, including benzophenone-3.
b. It adds one UV protection ingredient to the list of ingredients requiring restrictions on their use in cosmetics products (Appendix 2 of the draft).
It adds tris-biphenyl triazine, which has been tested as a UV protection ingredient in accordance with the Regulations on the Review for Designation and Revision of the Cosmetic Ingredient Use Standards.
