1. Reason for enactment

As the Act on the Promotion of Quantum Science and Technology and the Quantum Industry has been enacted (Law No. 19784; enacted and promulgated on October 31, 2023; implemented on November 1, 2024), the Enforcement Decree has been proposed to prescribe the matters delegated by the Act and the matters necessary for its implementation.

2. Main contents

a. It provides specific procedures related to the comprehensive Quantum plans and their implementation plans, technical guidance, commercialization agencies, etc. (Articles 2 to 3, Article 8, Article 11, and Articles 12 to 14 of the draft).

b. It includes provisions on the organization, composition, and operation of the quantum strategy committee and working-level committees (Articles 4 to 7 of the draft).

c. It stipulates specific details related to the analysis of and response to the impact of quantum science and technology, and the reviewing of security threats (Article 10 of the draft).

d. It provides specific details on quantum fabs (fabrications), quantum science and technology research centers, and education institutions specializing in quantum science and technology (Article 16, Article 18, and Article 20 of the draft).

e. It provides details on the development of the basic plans and development plan for quantum clusters, the designation of quantum clusters, and performance inspection and support (Articles 21 to 23 of the draft).
