1. Reason for revision
The proposed revision is designed to improve and complement certain deficiencies revealed in the operation of the current systems by ensuring that the safety management of livestock products is carried out efficiently. To this end, it aims to improve the standards for collecting test samples required for the microbiological testing of edible chicken eggs, while relaxing the standards for designating excellent workplaces to issue the safety management certification, in order to establish the basis for increasing the scope of administrative support for excellent workplaces, enhancing the willingness of HACCP operators, and unifying the standards for training on livestock products and food safety management certification standards, so that business operators may reduce the time and costs of their training efforts.
2. Main contents
a. Relaxation of the standards for excellent workplaces for safety management certification and unification of educational standards for livestock products and food safety management certification (Article 7-3 (2), Article 7-4 (1), Article 7-4 (2), Article 7-6 (6), and Article 25 (2) of the draft)
The proposed revision will provide the grounds for increased administrative support, including exemption from inspections and evaluations, by adjusting the standards for designating excellent workplaces for safety management certification from existing cases with a score of 95% or higher of the total score in the inspection and assessment results to those cases with a score of 90% or higher of the total score, and by reducing the training burden on business operators by unifying the training standards for livestock and food safety management certification with the standards for their training.
b. Expanding the scope of meat processing businesses for on-site sales and easing the obligation for internal inspections (Subparagraph 9 (g) of Appendix 10, Subparagraph 2 (d) Appendix 11, Table 11, Subparagraph 4 (a) of Appendix 13, and Subparagraph 1 (a) (1) of Appendix 5 of the draft)
The facility standards have been revised to allow the operators of meat processing businesses with on-site sales to sell packaged meat using IoT vending machines, and to exempt them from internal inspections if they sell processed meat products in portions.
c. Adjustment of the amount of samples collected for microbiological testing of edible chicken eggs (Subparagraph 2 (a) of Appendix 6 of the draft).
To strengthen the controls for Salmonella in edible eggs, the amount of samples collected for microbiological testing has been increased from 20 to 40 eggs.
d. Shortening of the period for processing complaints related to the registration of traceability management of livestock products and simplification of the documents required for applications for an extension of the safety management certification standards (Form of Attachment 1-3, Form of Attachment 33-4, and Form of Attachment 33-6 of the draft).
To enhance the convenience of small-scale business operators, the proposed revision will shorten the period for processing complaints related to the new registration of the traceability management of processed livestock products, and will also delete the obligation to submit a copy of the certificate when applying for an extension of the safety management certification standards.
