1. Reason for the Revision and Main Contents
Persons who have received a Class 2 ordinary license and who have not had their license revoked or have not caused a traffic accident (excluding traffic accidents that fall under the proviso of the part other than each subparagraph of Article 54 (2) of the Act) for seven years retroactive to the date of application for the license are currently exempt from the ‘driving skill test, legal test, inspection test, and road driving test’ when seeking to obtain a Class 1 ordinary license. However, since there is no procedure for proving a person’s actual driving experience, there is concern that even those who have not driven at all for seven years - and thus have not caused a traffic accident - are exempt from the test, which may actually hinder traffic safety.
Accordingly, the proposed revision aims to improve and supplement some of the shortcomings in the operation of the current system by amending the provisions requiring applicants to prove that they have had some actual driving experience during the aforementioned seven-year period.
