1. Reason for Revision

The revision aims to legislate the "Rational Management Plan for Foreign Seafarers" and reflect the matters requiring priority implementation (determination of employment standards, collection of seafarer welfare fund, etc.) by revising the “Guidelines for Foreign Seafarer Management.”

2. Main Contents

A. Improvement of the method of determining employment standards for foreign seafarers (Article 3 of the draft).

B. Establishment of a basis for the collection of the seafarer welfare fund and a system for managing and operating the fund (Article 2-2 of the draft).

C. Improvement of the procedures for reporting and recommending the employment of foreign seafarers (Article 5 and Articles 5-2 of the draft).

D. Change in the review period due to the revision of the administrative regulations (Article 14 of the draft).
