1. Reason for revision
○ The proposed revision newly designates lead compounds and methylene chloride as restricted substances as they pose a high risk of harm when used in certain applications, taking into account the results of the risk assessment provided under Article 24 of the Act on Registration and Evaluation of Chemical Substances and the regulatory situation overseas.
○ It also proposes the reclassification of chrysotile asbestos, which is already banned under other laws, from a restricted to a prohibited substance.
2. Main contents
○ It proposes the deletion of restricted substance identification number 06-5-7 (chrysotile asbestos and mixtures with a chrysotile asbestos content of more than 1%), and the addition of blue asbestos to prohibited substance identification number 06-4-27 (blue asbestos and mixtures with a blue asbestos content of more 1%).
○ It restricts the handling of lead and its compounds for paint applications, while expanding the restricted substance identifier 06-5-8 to include lead and its compounds.
○ It newly designates methylene chloride and mixtures with a methylene chloride content of 0.1% or more as a restricted substance (identification number 06-5-15), prohibiting its use in paint removal for household, construction, and furniture applications.
