1. Reason for Revision
As the Act on the Prevention of Contagious Animal Diseases has been revised (Act No. 19706; promulgated on September 14, 2023; implemented on September 15, 2024) to establish standards for preventing the discharge of manure from livestock transport vehicles, etc., this revision aims to improve and supplement some of the deficiencies in the operation of the law by specifying the matters delegated by the law and the matters necessary for its implementation, clarifying the basis for slaughter orders and temporary movement suspension orders in the event of lumpy skin disease, and preparing the grounds for the owners of poultry farms, etc. to keep closed-circuit television video records and to provide them upon the request of livestock quarantine officers or epidemiological investigators.
2. Main Contents
A. The revision requires livestock transport operators to prepare flooring to prevent livestock manure from leaking outside, to install screens to prevent manure from flying away, and to comply with other matters specified by public notice (Newly established Article 20 (10) of the draft).
B. It requires livestock transport operators to immediately take necessary measures, such as removal and disinfection, in the event of livestock manure leaking outside (Newly established Article 20 (11) of the draft).
C. It clarifies the basis for a temporary movement suspension order in the event of a domestic outbreak of lumpy skin disease (Article 22-5 (1) of the draft).

E.
