1. Reason for Enactment
The enactment aims to establish in detail matters regarding the certification standards, methods, procedures, and cancellation of certification for water purification plants as delegated by Article 33-2 and Article 33-3 of the Water Supply and Waterworks Installation Act and Article 22-6 of the Enforcement Rules of the same Act.
2. Main contents
A. The enactment specifies the distribution of points and evaluation criteria for hygiene and safety certification of water purification plants in accordance with Appendix 3-5 of the Enforcement Rules of the Water Supply and Waterworks Installation Act (Article 3 and Attached Table 1 of the draft).
B. The enactment specifies the procedures for establishing, approving, and operating hygiene and safety management plans as provided in Article 33-2 (2) 2 of the Water Supply and Waterworks Installation Act (Article 5 of the draft).
C. The enactment specifies the certification procedures, including applications for hygiene and safety certification, documents and on-site evaluations, preparation of evaluation reports, certification reviews, issuance of certificates, and the composition, role, and meeting of the certification review committee (Articles 6 to 14 of the draft).
D. The enactment specifies the post-management matters of certified water purification plants, including the reporting of changes, applications for recertification, regular inspections, certification cancellation procedures, and certification benefits (Articles 15 to 18 of the draft).
E. The enactment specifies the hygiene and safety certification fees for water purification plants according to water purification plant capacity (Article 19 and Attached Table 2 of the draft).
