1. Reason for Enactment

In accordance with the revision of the Enforcement Decree of the Mobile Device Distribution Improvement Act (Presidential Decree No. 34760; promulgated on July 30, 2024; implemented on July 31, 2024), the proposed draft stipulates the matters related to the certification standards, certification applications and certificates, and fees for the certification system for provider of secure transaction for secondhand mobile communications devices, which are delegated by the enforcement decree.

2. Main Contents

A. The draft specifies in detail matters pertaining to the certification standards for provider of secure transactions for secondhand mobile communications devices (Article 2 and Attached Table of the draft).

B. It establishes the certification application form and certificate format for provider of secure transactions for secondhand mobile communications devices (Article 3, Attached Form 1, and Attached Form 2 of the draft).

C. It stipulates the scope of certification fees for provider of secure transactions for secondhand mobile communications devices (Article 4 of the draft).
