2. Reason for Proposal and Main Contents
The Last-Mile Logistics Industry Development Act has been revised (Law No. 20043; promulgated on January 16, 2024; effective from January 17, 2025) in order to add drones and outdoor mobile robots to the means of transportation for courier service businesses and small parcel delivery agency service businesses in addition to cargo trucks and two-wheeled vehicles and to restrict the employment of violent criminals in small parcel delivery service industry. As the corresponding Act prescribes that the registration requirements for those who want to engage in the courier service business and use drones and outdoor mobile robots shall be separately established by Presidential Decree, the proposed revision aims to establish detailed registration requirements for new means of transportation; and, further, to establish detailed criteria for the period of restricted employment of criminals according to the severity of each type of crime, the procedures for checking criminal records, and the legal basis for processing sensitive information and unique identification information, by establishing provisions for the restriction of employment of violent criminals in small parcel delivery service businesses.
