2. Reason for the Revision
□ The revision aims to establish an institutional means of ensuring the safety and validity of personal customs clearance codes by periodically updating personal information.
□ It supports corporate activities by providing for the establishment of post-verification procedures so that even business owners can, before registering the foundation of a corporation, obtain customs clearance codes and perform customs clearance work.
□ It aims to improve convenience for applicants by revising the instructions for filling out customs clearance code applications and power of attorneys.
3. Main Contents
□ Establishment of the validity period (1 year) for personal customs clearance codes (Article 5, Article 8, Article 13, and Article 16).
○ The revision contains provisions on the renewal of the validity period of personal customs clearance codes and the expiry thereof.
□ Establishment of suspension of use of personal customs clearance code ex officio (Article 25).
○ The revision contains provisions on the suspension of codes that have been confirmed to have been misused or used illegally by the code manager ex officio.
□ Establishment of cancellation of personal customs clearance codes (Articles 5, Article 8, Article 13, and Article 16).
○ The revision contains provisions for permanent suspension of the use of a personal customs clearance code in the event that it is not renewed, or at the request of the user.
□ Establishment of procedures for issuing customs clearance codes to business owners before registering corporate establishment (Article 6 and Article 12).
○ The revision stipulates the documents to be submitted in lieu of a copy of the corporate registration document and the procedures for post-verification, in order to allow even business owners who cannot submit a copy of the corporate registration due to the time required to register corporate establishment to perform the necessary customs clearance work

□ Revision of the format and instructions for customs clearance codes (attached Form 2 and attached Form 4).
○ The revision adds a section for permanent suspension to the application form for a change of customs clearance code for businesses.
○ The revision adds English-language text to the application for personal customs clearance code, nationality, and some changes to the instructions.
□ Simplification of the requirement by replacing the “seal impression” required when submitting a power of attorney with a “signature or name and seal” (attached Form 9).
