1. Reason for Enactment

As the Act on Promotion for the Green Biological Industry has been enacted (Law No. 19874; promulgated on January 2, 2024; effective from January 3, 2025) with provisions for the preparation of a foundation to support the green biological industry integrally and systematically in order to generate added values in agricultural and agriculture-related front/rear industries with the application of biotechnology in agricultural life resources, etc., the enforcement rule aims to establish the matters delegated by the Act and the matters necessary for the enforcement of such matters, including the methods of announcing the established/revised master plan and implementation plan, the form for registration of green biological enterprise, the form for the report for designation of dedicated institutions, the designation requirements of institutions for fostering personnel specializing, the forms for the application for designation and the certificate of designation of institutions for fostering personnel specializing, and the matters to be checked in administration information.

2. Main Contents

A. Proclamation of master plan and implementation plan (Article 2 of the draft)

When a master plan and implementation plan is established or revised, the contents should be promulgated on the website of the Ministry of Agriculture, Food and Rural Affairs.

B. Report of a green biological enterprises (Article 3 of the draft)

The Enforcement Rule specifies the form for registration of the green biological enterprise as an attached Form and stipulates the documents to be submitted and administrative information to be checked during the registration process.

C. Application for designation of dedicated institutions (Article 4 of the draft)

The Enforcement Rule specifies the form for the application for designation of dedicated institutions as an attached Form and stipulates the administrative information to be checked.

D. Designation of institutions for fostering personnel specializing (Article 5 of the draft)

The Enforcement Rule specifies the designation requirements for institutions for fostering personnel specializing as an attached Table and the forms for the application for designation and the certificate of designation as an attached Form.
