[Background]
Following the amendment of the 「Welfare of Persons with Disabilities Act」 (Act No. 20511, promulgated on October 22, 2024, and set to take effect on April 23, 2025), the law now prohibits the denial of access to assistance dogs for persons with disabilities without justifiable reasons as specified by the Ministry of Health and Welfare. Accordingly, this regulation aims to define such justifiable reasons by ministerial ordinance.
