1. Reason for Establishment
Before the domestic and international safety standards for Level 4 autonomous vehicles are established, the law has been amended to introduce a performance certification system to allow for the free operation and sale of Level 4 autonomous vehicles between companies. The amendment of the "Law on the Promotion and Support of Autonomous Vehicle Commercialization" (Law No. 20391, promulgated on March 19, 2024, and enforced on March 20, 2025) has made this possible.
Accordingly, the matters delegated by the law and the necessary provisions for enforcement are regulated by the enforcement decree and regulations of the same law, with more detailed matters being delegated to notifications by the Ministry of Land, Infrastructure, and Transport.
Therefore, the "Regulations on Autonomous Vehicle Performance Certification and Conformity Approval" have been established to regulate the performance certification, conformity approval, and periodic inspections of autonomous vehicles, ensuring that the system operates smoothly.

- Introduction of General Standards for Performance Certification Application Requirements, Types of Autonomous Vehicles Eligible for Certification, Production Methods, and Submitted Materials (Articles 4 to 7, Annex 1, Annex 2)
- Introduction of Standards for the Structure and Devices that Autonomous Vehicles Must Have to Receive Performance Certification (Articles 8 to 19, Annexes 3 and 4)
- Introduction of Detailed Performance Standards and Testing Methods for Autonomous Vehicles to Receive Performance Certification (Articles 20 to 35, Annexes 5 and 6)
- Introduction of Requirements for Obtaining Conformity Approval for Autonomous Vehicles, Including the Applicant and Vehicle Qualifications, as Well as the Application Process (Articles 38 to 45)
- Introduction of Regulations for Periodic and Temporary Inspections of Autonomous Vehicles with Conformity Approval (Articles 46 to 49, Annex 7)
