1. Background
- The enforcement decree’s Appendix 4 is amended to require the installation of firefighting facilities, such as connected sprinkler systems, in all underground parking lots. However, these facilities are excluded from the scope of objects requiring approval for construction permits, meaning there has been no review of whether the firefighting systems are appropriately designed.
- To ensure that all underground parking lots are equipped for early fire detection and rapid suppression, it is necessary to include them within the scope of objects requiring approval for construction permits to review the installation of suitable firefighting facilities.
2. Regulatory Content
- Include garages, parking lots, or facilities used for parking purposes within the scope of objects requiring approval for construction permits.
3. Key Contents
a. Recognition Standards for Fire Doors for Special Firefighting Facility Exemptions for Expansions of Specific Firefighting Objects: Adopt the fire door standards from the Building Code for special emergency escape staircases (Article 15, Appendix 2).
- (Current) Fire doors must be rated for 60 minutes or more → (Improvement) Fire doors rated for 60 minutes are also recognized in addition to fire doors rated for more than 60 minutes.
b. Enhanced Firefighting Facilities for Strengthening Fire Safety of Specific Firefighting Objects (Appendix 4):
1)All underground parking lots must have firefighting facilities improved to enable early fire detection and rapid suppression.
For areas of 200㎡ or more: sprinklers and automatic fire detection systems; for areas less than 200㎡: connected sprinklers, emergency alarms, and stand-alone alarm-type detectors.
2) Install visual alarms in lithium primary battery factories.
3) Install gas leak detectors in factories with gas facilities.
4) Strengthen installation standards for connecting water supply systems in road tunnels (from 1,000m to 500m or more).
c. Exemption Criteria for Installing Sprinkler Systems in Specific Firefighting Objects with Adaptable Fire Suppression Systems (Appendix 5).
d. Adjustment of Penalty Exceptions for Non-compliance with Self-Inspection Requirements: Separate penalty standards for apartments and other buildings that fail to conduct unit inspections (Appendix 10).
- (Current) Violation of self-inspection requirements (300,000 KRW).
- (Improvement) Violation of unit inspection methods in apartments and similar buildings (50,000 KRW).
e. Clarification for Proper Interpretation and Application of Regulations (Article 7, Paragraphs 1 and 2, Article 37, Subparagraph 6, Article 46, Appendices 2, 4, and 9):
1) Expand the scope of objects requiring approval for construction permits and clarify exclusions.
2) Clarify the scope for recognizing practical experience of firefighting technicians and firefighters.
3) Clearly define the categories for fire equipment requiring formal approval.
4) Clarify the entities responsible for installing and managing specific firefighting facilities.
5) Remove the distinction between primary and secondary technical staff for fire facility management business registration.
