- In order to promote the use of recycled plastic materials, the "Act on the Promotion of Resource Conservation and Recycling" was amended (Law No. 20856, promulgated on March 25, 2025, and to be implemented on September 26, 2025). The amendment requires manufacturers of products and packaging to use a certain percentage of recycled materials. This proposal outlines the scope of those obligated to use recycled materials, as delegated by the law, and provides regulations necessary for its implementation, including the exclusion of certain items from the waste disposal surcharge imposed on tobacco, aligning them with other surcharge items applied to tobacco.

2. Key Contents
a. The regulation excluding tobacco products with a sale price of 200 won or less from the waste disposal surcharge is deleted (Article 10, Paragraph 1, Subparagraph 5).
b. The scope of manufacturers of products and packaging required to use recycled plastic materials is specifically defined (Newly inserted Article 37-2).
c. Tasks related to the management of recycled material usage, such as the display and verification of the usage rate and compliance with the usage obligation, are delegated to specialized institutions (Newly inserted Article 48, Paragraph 3, Subparagraphs 5 and 6).
